There are certainly those who promote equality by knocking people down rather than raising people up at least in their choice of language. It's ingrained in the entire idea of "privilege". A privilege is you get but don't intrinsically deserve. Fair treatment under the law isn't a privilege, it's something everyone deserves.
I would say some extremely liberal cities giving contracts to specific minorities (female or black owned businesses) to promote equality...that is not fair treatment. Equality is making sure everyone has the same opportunities to succeed.
