As opposed to paying a little more up front to a third party insurance agency or offering to pay more to the OEM for an optional insurance plan? I don't see your point.
A medical institution will be paying for the insurance one way or another no matter what. It's either fronted by the institution itself, or in the cost of the equipment that they purchase.
