You can use HTML-DOM and WebGL together (overlays, or render as texture).

The WebGL support could be improved in Internet Explorer.

Is it possible to mix them, while showing, for example, videos, which are clipped by paths or partly obscured by overlaying elements?

I would say yes e.g. with CSS Regions and WebGL. The other way around you have to render the HTML and the video on textures.
