I've said this before and I'll say it again: the focus should not be on increasing the cost of surveillance, because ultimately it's the taxpayer (us) that foots that bill.

Well then maybe we should just require everybody to have telescreens [1] in their homes. The NSA can monitor them a la Thought Police.
