A better solution would be for the building owner to provide for the last line and contract the work out to 3rd parties. This gives them control over price, timing, quality, and maintenance. It also creates a market for last mile line installers and competition.
With a government run last mile you have none of those choices. If you aren't satisfied with the level of service you have no options. If you don't want to subsidize someone else's Internet, you have no options. If you want to upgrade you line, you have no options.
