Modernizing the codebase? I think 'simplifying' is the right word. If OpenBSD is
anything
it is simple and easy to understand, but it is not modern. That's why it is secure.

Well, modernizing as in using modern functions like 'memmove', even though they may not exist on SunOS 4.1.

Modern doesn't have to be a code word for deliberately convoluted. Things can be both modern and simple.
