Yes, from my own perspective as an ex-developer who dabbles in websites as a sideline, I'd say the difficulty split is 30% HTML, 70% CSS.

i.e. the layout part is relatively simple, but change the colours, fonts etc, I find a lot harder.

Don't get me wrong, though, it's an awesome tool. If you get the colour/theming stuff added it'll almost be as simple as building a form/window in VB.
