i have not followed the topic since it's not my cup of beer, but what is the legal stance on hentai with characters that are depicted as under 18 (or whatever age of concent is relevant)

Most likely illegal under the PROTECT Act. It would have to be ruled obscene under the Miller Test (which most material considered hentai probably would).
