Market policymakers feigning surprise when market participants react to their policies. Whether the policies were reasonable or not is an entirely different matter, and so far, I have no opinion on that one way or the other. What Apple has done is created opportunities to enter the EU market with their AI solutions that are in compliance with EU policies - which actually spurs competition, and so isn't anticompetitive.
What other market participants and future market participants should be realizing is that Apple left their lunch unguarded, ready to be snatched and eaten. That's simply how business works.
