The law has a list of applications that are specifically excepted. User tzs posted it in this thread.
It seems like YouTube would be covered by the ban because it doesn't fall under any of the exceptions. The closest one is this:
"A streaming service that provides only licensed media in a continuous flow from the service, website, or application to the end user and does not obtain a license to the media from a user or account holder by agreement to its terms of service."
But of course YouTube does "obtain a license to the media from a user or account holder", so it's not covered by this exception.
