Exactly, and the review nails it when it says that "It's a bridge to 22nm, warming the seat before Haswell arrives".
Intel is being fairly conservative (later in the review, the real estate on chip to push the graphics further is mentioned), but the fact that all the improvements you list come at no additional costs for the user - despite having a brand new fabrication process - is nice.
