Searching online on this topic hits TFA and this, not much else, so I suspect that the user in question is tying to sign-up for a free-trial of a paid plan.

At least I hope so, if GitLab are going down the phone-only route I'll be migrating away sharpish; could any GL-engineer readers here confirm or correct?
