Ah! Good! Now the DoD's chips can be 2 to 10 times more expensive, and well behind the times! It costs a lot to do DoD style security.

This was one of the first applications I thought of when I saw news about Canon's new chip making machines.

I also expect it is cheaper to stockpile extra chips than to have mini-fabs set up as back-ups.
