Often companies do not actually spend any effort on training employees to become better interviewers.

Often times you just get randomly put into an interview to evaluate a candidate. But you still have to hit all the deadlines of your normal work. You have the incentive to hit your deadline but if you do not plan the interview it will not get noticed as much.

You have to put serious effort to improve your interviewing skills and you do not really get the opportunity that often if your company does not hire on a regular basis.
