Of course you can. There's been at least 10 years of people talking about metrics to track in various forms, and before that there was scrum and kanban. Literally the simplest possible metrics are things like ticket rate of change, mttr, deployment rate, etc. It's not perfect, but if you're not measuring anything it's much better than nothing.

People just don't even try to measure, at a lot of places I've worked. There's no adult in the room even looking. They just take the devs' word for it that they're being as productive as they can. Henry Ford would weep.
