IMHO, it's really an issue of Facebook's market power over social networking. The evacuees have limited options.

It's an issue of the Canadian government getting duped by private equities who own Canadian newspapers to pass rent seeking laws and frame it as being tough on tech or whatever they think is political savvy nowadays.
