This is pudding cool but the heuristic might need greater weight on proximity, especially at close distances.

For example, Bingham County, ID [1] currently yields…

  Rank #1 Springfield, MA
  Rank #2 Springfield, IL

… but residents would more likely be referring to the local Springfield, ID [2].
