I’m intrigued what your answer is? Apart from the complexity of catching vs throwing is the answer that people don’t usually throw stuff at their young children?
People often throw stuff at small children. I practiced throwing and catching with my kids when they were toddlers. You just use a soft foam ball or small stuffed animal or something that won't hurt them.
