It's a rather odd memory I have, but IIRC IETF hummed and hawed about certifying XMPP. As I recall it, there was a plenary where the IESG/IAB was taken to task by the WG participants who basically said if the IETF didn't get of its bum and WGLC the docs, they were going to make a lot of noise and walk to another SDO.
I totally did not understand what was the issue. I suspect, but only suspect it was the intersection of the vendor specific aspects of closed-walled-gardens, and not entirely grokking applications-layer specification in a body which focuses on the transport-network-routing layer problems a lot.
