I will say: as a male runner, I'll run in shorts quite late into the winter, but I do have a special pair of shorts with a wind-blocking patch in the front. My legs will generate their own heat, but some male-specific bits of anatomy won't, and it gets painful. (And eventually dangerous, but the discomfort causes me to wear extra protection well before that point.)
Other than that, yeah, I rarely wear tights or sweats. They aren't necessary when it's dry out, and I don't run when it's simultaneously wet and cold. (Either one I can handle, but the two together are dangerous and deeply unpleasant.)
