I have a lot of non-native speakers on my team in which I am the lead. I write "skeletal" design docs for them after discussing what needs to be built, and have them finish the last mile. Over time, I reduce the amount of writing I do for them and expect them to be able to write on their own. Usually they get used to the process and recognize that they can copy paste a lot of the things they need to write from their previous docs.

If you're copying and pasting a lot from previous docs, it may be better to use a wiki and crosslink those parts
