In all the countries in which I've worked at universities (the USA, Australia, and the UK), governments have introduced vastly more formal accountability requirements over time. (The article mentions the Presidential Task Force on Inclusion and Belonging: I'm thinking of both that sort of thing and also a lot of recurring accountability requirements.)
Accountability is expensive.
Personally, I don't think it's good value for money, but maybe I'm wrong. Either way, it's very much caused by governments and (IMO) only to a much lesser extent by universities themselves.
