Perhaps you're underestimating the difficulty of the tasks and the number of ways users can bypass / fool whatever mechanism you're using to fingerprint books.
I think it's by design. The amount of commissions received by AMZN allowing to sell conterfeit producs far exceeds any penalties that might materialize as a result of it.
