It is very easy to explain such things, if you can hold two ideas in your head at the same time. It goes like this: "We will pursue benefits fraudsters via every method available to us that does not compromise our ability to get benefits to people who need them, which we must never forget is our primary mission."

People used to talk like this. Politicians used to talk like this! Within my lifetime!

Alas, I know the author is right. That thought is too complicated for us now. Monomania is the curse of the age, which is tragic. Life is complicated enough to require thoughtful tradeoffs between several competing variables, and cannot be simlified.
