This is of course not a "fix" for science (I don't believe such a universal fix actually exists), but a method to highly increase the effectiveness of the scientific process:
Let the scientists simply do science or teaching (which is actually a method to educate the next generation of scientists) instead of having them handle an insane amount of academic bureaucracy in their work time.
Right - novel idea: how about academics and post docs are paid a fair salary for their work. You could require that post docs need a position with a PI to be paid and that everyone is assessed on what they achieve not what they say they're going to achieve. Post docs can follow the PIs that interest them until they make tenure.
The only question then is around equipment, which though is not trivial is at least smaller than salaries and equipment.
