I don't work on accessibility, but is there a way in general for controls to have "alt text" and/or "hover text" or, God forbid, can you put 'menu' in a legible font e.g. right under a hamburger icon or vertical ellipsis? I wonder how such a text label would test in your application -- and it would arguably seem more "discoverable."
