This isn't true. There are many poor communities where enforcement is effective and theft and crime are low too. It is all about the expectation of consequences and community standards.

Pick any small town where thieves can't hide, and you will see the deterrent influence in effect.


That’s not an example. I still don’t believe you.


In my part of the world, pretty crime is low despite massive income disparity, regardless of neighbourhood wealth.
