I’m just talking about the term, not globally surveying laws. It seems reasonable to avoid a term to describe abuse which is also used for media which a large fraction of adults have enjoyed.

A large fraction of adults have taken drugs prescribed a doctor. Do we need a 4 word neologism for illegal drugs?
