Is there some device that can/could do this. I did a cursory look through Amazon and there's a lot of "signal testers", is that sufficient?

Apparently he uses [1] a "Advanced Cable Tester v2" from Totalphase for his tests, starting at 15000$. Probably depends on what you need to test.
