The Office compatibility pack allows opening the x filetypes in older versions, but it does not preserve document fidelity. New features still aren’t supported in old application. So that doesn’t really work if you exchange files with a lot of people.
Windows updates don’t solve security issues in Office applications. If you were 10 years behind on security updates and you never got hacked you were either an uninteresting target or just lucky. Either way I wouldn’t be too happy with this kind of IT.
Then again even if you hadn’t been replaced your policy couldn’t have lasted anyway because the last operating system that supported Office 2000 was going the way of the dodo.
