Tiny crystal safely measures electric fields of 20M volts (sandia.gov)

They say it measured electic fields and then they say Volts. Volts is the unit for voltage potential. For electric fields is V/m. So are they able to measure the voltage on a power line without contacting it or they are able to measure electric fields ? They say nothing about precision which in context of measuring is quiet important.
