I think you're misunderstanding the proposal. Civil time (UTC) is still known well in the future, just as well as TAI is known well in the future. It is the relationship between them that is unknown.



UTC is known in the future only as labels for time moments.

You cannot compute the difference between 2 UTC times, at least one of which is a future time, with resolution of a second or less.

So this does not have anything to do with TAI.


And if a negative leap second ever happens, there will be moments that can be labeled with a UTC time which never end up happening.
