You won't see the casual litter and degraded infrastructure that is commonplace in US and Western Europe - everything is kept in tip-top shape, because why not? When you have the wealth and workforce to spare, in practical terms it's just better to allocate capacity for this sort of tasks in quantities that might look sub-optimal on a spreadsheet.
