I think the comparison to the Mac Dashboard is a very good one. With the introduction of SideShow in Vista, Microsoft showed an interest in simple at-a-glance apps, and it seems like they want to push that interaction model for 'tablet mode', while still leaving everything in place for 'desktop mode'.
