So many wrong things in just the title.

1. We do not use the term statistically significant because it is misleading. But the article does not make even a case for statistics and they use the term as a figure of speech.

2. The premise of the article is that the Outreachy program may not bring diversity to Debian as fast as the author desires, so they postulate tha the CoC does not have an impact. Inconsequential.


The article argues that the CoC and Outreachy can't be considered separately because both of these things arrived in Debian at the same time.

Are you saying that 7 years is not long enough to get results? How many small businesses would put $24,000 per year, for 7 years, into a program without any results?
