True, but form factor plays into this a lot. You can fit two minis on a single 19” rack shelf, whereas trying to use an iMac or a laptop isn’t as convenient.

If they made a smaller and much cheaper entry-level Mac Pro that had a rack mount kit to fit in 2U or something, that would be amazing for production.

That is true. A Mac Mini is much more cost effective (for processing power per volume). But, if you’re getting a Mac Pro, it’s because you either (1) need a Mac Pro, or (2) have enough money to blow that much on the fancy new stuff.
