That sounds like a good efficiency measure to use in addition to adding new zero/low carbon energy sources. If you only capture waste heat, the net total is still all coming from carbon-based sources. Maybe it's the low hanging fruit for now, but it's not enough. We need to tap every feasible alternative energy source.
