I think having those capabilities is fine but I hate the endless notifications to use them from every damn web site! There should be a second and much more subtle notification system which does not obscure content or attract attention.
I imagine most sites would be fine with email notifications. In-browser notifications just motivate them to come up with more reasons to notify you. Dumb reasons.
