It was unavailable due to TLS/SSL errors two days ago, and still is. "The connection was reset."

Is there some de-funding going on that we need to know about? WTH.

Possibly related to this notice on the front page of the main USNO site [0] (assuming it loads -- I received a "can't connect to the backend" type of message at first)?

If it's not because of that, I'd assume it's just the same ol' problems we've all experienced with random web sites before.
