These seem like they're less contradictory than you perhaps made them seem.
For the former, people checking Facebook requires there to be content from their friend circles to view. It isn't enough to have people willing to check their feed.
As for the second one, many people I know (myself included) simply post much less or virtually never, which for most practical purposes is similar to stopping the use of it entirely. Few completely abstain because that's not always practical, but not contributing goes along way towards minimizing data collection.
