I would argue that there is a design to evolution. At least in the case of sexual reproduction. True, its not one big, upfront design but rather an iterative design built up from the collective decisions of the partners.

I'm not saying that somebody designed evolution but that Gall's law makes sense because it resembles how evolution works, and we know that evolution works. We are the proof of that.
