I'd argue the US and China have more chaotic/lawful neutral elements, at least with the former valuing nobody above themselves and breaking the laws when convenient, and the latter's obsession with stability at the cost of freedom. It would be hard to say either's political leaders take pleasure in doing and spreading evil every waking moment.
