The vast majority developers I know of who are targeting the cloud, do so using MacOS or Windows and then deploy to servers running Linux. It is clearly not the case you need the same environment “at home”, as you have in the data center.
I do agree with the idea that a cross-compiled environment makew your target environment “more distant” and this is less efficient. However I don’t think that’s at all what’s limiting ARM from cracking the server market.
