It's not, it is half that size. 96GB is only a thing when you have both the install and the game files on the disk (but then the install is deleted).

Even so, 5% is a lot for one game.

Even if you use the hard drive for only games, if all of the games you wanted to install were that size, you'd be limited to 20 games. On a 1TB hard drive.
