yes, and there is not a direct connection between the US and Russia, the internet will take the shortest traced route. So, if one site traces well through china. Then an IP that is nearby, might actually start the connection using that route. It's hard for me to believe that Russia has opted not to allow any traffic what so ever to route through China.
