Shouldn't lights be optimized first to reduce accidents? I've always understood inefficiency to be an intentional safety feature.

Keep all lights red.
Nobody moves, pretty simple heuristic solves for reducing automobile accidents.

Maybe the ideal is that there are signals that permit bicycles and pedestrians, but if cars want to go they have to get out and push a button to get the light to let them through.
