Wrong. If a resident in a EU country is temporarily in the US, GDPR does apply.




Can you give a citation for that? It goes against everything I've been reading.

The text of the GDPR says: "This Regulation applies to the processing of personal data of data subjects who are in the Union", not to all EU citizens.
