On: Spectre Mitigations in Microsoft's C/C++ Compiler

Meltdown allows information to leak across ring boundaries. Spectre by itself doesn't. Meltdown is relatively easy to fix whereas Spectre is a more fundamental issue with how most modern chips are designed.
