The 16-bit generation is the inverse. The Sega Genesis has an AMAZING homebrew community thanks to a C-language dev kit that makes writing games remarkably easy. The SNES has almost nothing, save for a wiki and secondary board on Nesdev.



Could this be that the SNES hackers are modifying existing games instead? There's all sorts of fan hacks and remakes of Super Mario World, Super Metroid, Zelda, Final Fantasy, Mario Kart, Castlevania, and more. But the Genesis doesn't have quite so many memorable franchises beyond Sonic so that's where the homebrewers are making new stuff.
