Really being agile basically amounts to "use best judgment at all times". It is highly unstructured because it provides absolute freedom. That means that the only people who can actually be agile (have the experience and discipline necessary), are the ones who don't benefit from being told to be so. Any time a team is told to "be Agile" to fix their problems, that team lacks the maturity to actually "be Agile".
